Paul has over 15 years of experience in the oil and gas sector being employed in the Petroleum Division, Guyana Geology & Mines Commission (GGMC). The GGMC supports the Ministry of Natural Resources (MNR) with technical regulation of all mining and oil & gas activities in Guyana. As such, he works closely with the wider MNR Petroleum Team directly involved in the management of the local sector on technical, regulatory as well as compliance matters.

He holds an Associate’s Degree in Chemistry & Mathematics (Barbados Community College - Barbados), a Bachelor’s Degree in Chemistry (University of Guyana) and a Professional Certificate in Oil & Gas Flow Measurement & Control Techniques & Standards (Palghat - Kerala, India). He also holds a Master’s Degree in Oil & Gas Exploration and Production- specialization in Petroleum Engineering (Madrid, Spain) and an International Master’s Degree in Business Administration (University of the West Indies- Trinidad).

From the early days in his professional career, Paul has been involved in numerous projects that include prospecting for oil and natural gas seeps onshore, analysis and interpretation of data pertaining to oil and gas wells, and both lab and fieldwork associated with hydrocarbon exploration and production projects both onshore and offshore Guyana, etc. With the onset of commercial oil discovery and later production offshore Guyana; he, along with the GGMC’s Petroleum Division team carries out regulatory functions in keeping with local legislations. The Division also monitors the day-to-day technical exploration and production activities of all active Operators including the execution of Licensees’ work programmes, etc. by all the companies operating offshore in collaboration with the Ministry of Natural Resources on behalf of the Government of Guyana. He has previously been a part of the National Mirror Committee for Petroleum and Related Products under the auspices of the Guyana National Bureau of Standards and has lectured at the University of Guyana in oil and gas related courses.
