Jorge is a Director in Citi’s Sovereign Solutions team in charge of sustainable finance for public sector clients globally. In this role he advises sovereigns and government entities on financing solutions for the energy transition and the achievement of the Sustainable Development Goals, including sustainable debt capital markets, carbon markets and structured finance. Jorge co-led the Citi team advising the Government of Egypt on climate finance in preparation for COP27, and is regularly engaged in the COP process and global industry initiatives for the energy transition.
Previously, Jorge held various positions at Citi’s Public Sector team covering Latin America, Development Organizations and North America State and Local clients. During this time Jorge advised Governments, Central Banks, Development Banks and State-Owned Companies on financial solutions to help them address policy issues, obtain funding, manage risk and improve operational transparency and efficiency. Jorge joined Citi in 2013 and also worked in Citi’s Project Infrastructure Finance / Global Structured Debt team.
Before joining Citi, Jorge worked for 6 years in the Infrastructure Department of the Inter-American Development Bank in Washington D.C. During this time Jorge focused on sovereign lending and concessional financing for the energy sector in Latin America and worked with Ministries of Energy and public utility companies in 12 countries to deploy close to USD3BN for major energy infrastructure projects across power generation, transmission, and distribution. Jorge also supported the origination of sovereign loans in the areas of transportation, environment, rural development and water and sanitation.
Jorge holds a Master of Public Administration with concentration in International Energy Management and Policy from Columbia University in the City of New York and a BA in Finance and International Affairs from Universidad Externado de Colombia.
